David Vardy

David Vardy was trained in Economics, Commerce and Political Science at Memorial University, the University of Toronto and Princeton University. He finished all the requirements for a Ph.D. in Economics at Princeton University except for completion of the dissertation. He holds a B.A. (Honours Economics) and a B. Comm.  from Memorial, an M. A. in Economic the University of Toronto and an M. A. in Economics from Princeton University, as well as an Honorary Doctorate from Memorial. 

He served in a number of executive positions in the provincial government, including Clerk of the Executive Council, President of the Marine Institute, Deputy Minister of Fisheries and Chair of the Public Utilities Commission. 

Early in his career he was a member of the Economics Department at Queen’s University and also worked with the Federal Department of Finance and with the (then) Department of Fisheries and Environment.

He is former director of the Public Policy Research Centre and currently an Associate of the Harris Centre at Memorial.

Vardy has received the Lieutenant Governor’s Award for Excellence in Public Administration awarded by the Institute of Public Administration of Canada (IPAC), the Gold Medal Award from the Professional Institute of the Public Service of Canada (PIPSC) and an honorary doctorate from Memorial for his contributions to public policy and governance.

His community service awards include:
  • Paul Harris Fellow of Rotary International
  • True Rotarian Award
  • Pottle Award of Canadian Mental Health Association (CMHA)
  • Queen’s Diamond Jubilee Medal

David Vardy's credentials as an intervenor for the Muskrat Falls Inquiry include the following:
  • As Secretary to Cabinet he served as a member of the Board of NL Hydro from 1979 to 1985;
  • Served as Chair of the Public Utilities Board from 1994 to 2001;
  • Authored or co-authored numerous articles (with Ron Penney) in the Telegram on the Muskrat Falls project;
  • Authored or co-authored numerous articles (with Ron Penney) for the Uncle Gnarley post on the Muskrat Falls project;
  • Authored or co-authored articles in the Financial Post and other printed media;
  • Given dozens of interviews to provincial and national media on the Muskrat Falls project;
  • Authorized or co-authored (with Ron Penney) many letters to the Premier and government Ministers on the Muskrat Falls project relating to various matters, including the exemption of the project from the jurisdiction of the PUB, the need for a cost benefit analysis of the option of terminating the project and on the need for an expert panel on the North Spur;
  • Presented with Ron Penney to the PUB reference hearing in 2012;
  • Presented in April 2014 to the Frontier Centre for  Public Policy in Winnipeg on Energy Mega-projects in Manitoba and NL; and
  • Presented to the British Columbia Utilities Commission on the Site C project in October of 2017
